No matter what funding mechanism we use for funding supportive housing for people with mental illness and other disabilities, we actually have to have a reasonable plan to bring to scale to meet the need under the ADA, Olmstead and DOJ Enforcement Actions.
CO does actually have some experience with investment trust funds with regard to "affordable housing." Well, we need a dedicated "special needs housing trust for people with mental illness" similar to the one that was created in New Jersey with $200 million. Of course, the obvious question is where is the State going to get the $200 million or more. Well, there are actually a number of possibilities -- and we would raise again the possibility of Social Impact Bonds and there are other options.
