How Far To Olmstead Compliance?

Nevada's 2015 Olmstead Plan Update

This is kinda really interesting for 3 reasons:
  • It tries really hard to put a legal gloss on this, even citing various cases.
  • It is really interested in reining in "Olmstead" and getting to the fundamental meaning of the decision which does cover people who are institutionalized or "at risk" of institutionalization.
  • In any case it fails to comply with the law by failing to provide measurable goals, reasonable time frames and funding to support the plan.​
