How Far To Olmstead Compliance?
2016 Revised Texas Promoting Independent Plan [Olmstead Plan] This is sort of a really interesting Plan because there is more to it than some other State Plans and it does include some data points.
But ultimately we would we say this does not comply with Olmstead because it does not have:
BUT under Olmstead -- it is not good enough -- States have to get down and dirty with the specifics on the measurable goals and reasonable time frames. AND the resistance to the that is like nobody's business AND in fact STATES act like it is just their business -- AND it's NOT. States do have an interest in ensuring these Olmstead Plans are reasonable but they almost always overshoot that by failing to comply with measurable goals and reasonable time frames. |
