Youth ACt & Problems @ DYC: Is there an Opportunity?
Great work is being done by ACLU-CO, DISABILITY LAW CO & OTHER ADVOCATES regarding the use of restraints and inadequate staffing in CO YOUTH CORRECTIONS.
Another consideration to put in the mix is the possibility of YOUTH ASSERTIVE COMMUNITY TREATMENT which they have in MINNESOTA & CALIFORNIA. Theoretically, YOUTH ACT (A COMMUNITY BASED TREATMENT) could save dollars that could be utilized to pay for additional staffing for those youth who remain institutionalized. We are NOT saying that Youth Assertive Community Treatment will be the answer in every case.
But certainly some states such as California, Minnesota, & Ohio believe it is the answer in some cases. Further it may provide some savings for additional staffing for DYC. Finally, when we think about institutionalization v. community treatment sometimes we think there is some bright line we are conforming to when in reality -- IT IS WHATEVER WE SAY IT IS -- WE JUST HAVE TO PROVIDE THE COMMUNITY SERVICES PEOPLE DESPERATELY NEED -- THERE'S THE RUB California Minnesota
